CARLOS RODRIGUEZ concentrates his practice in Transportation Law, Admiralty, Regulatory Maritime Law, International Commercial Transactional Law, Transportation Litigation, and Export Licensing Issues.  Mr. Rodriguez also drafts and negotiates service contracts with ocean steamship lines. Mr. Rodriguez represents shipyard and other interests before the Maritime Administration, the Military Sealift Command, the Department of Defense, and other federal agencies. He also frequently lectures before various International Transportation industry associations nationwide and abroad. He is a liaison between shippers, shippers’ associations, Transportation intermediaries, shipyards and Congress and government agencies.  He was born in San Antonio, Texas.  Admitted to the Bar in New Jersey and the District of Columbia, District of Columbia Court of Appeals, U.S. District Courts in New Jersey and the District of Columbia, U.S. Courts of Appeals for the District of Columbia and the First Circuit, the U.S. Court of Federal Claims, and the Supreme Court of the United States.  Mr. Rodriguez received his Bachelor of Arts degree from the University of Texas in 1964, a Master of Arts degree from Fairleigh-Dickinson University in 1970, and a Juris Doctor degree from Seton Hall University School of Law School in 1975. Mr. Rodriguez served as an officer in the U.S. Navy between August 1965 and 1968. Upon leaving the military, he was Equipment Manager for Seatrain Lines, Inc. in New Jersey, and subsequently worked as investigator and trial attorney for the Federal Maritime Commission between 1971 and 1977. He entered private practice in October of 1977.

Thomas J. O’Donnell concentrates his practice in Customs and International Trade Law.   Mr. O’Donnell received a Bachelor of Science degree, cum laude, from Florida Atlantic University in 1967, a Juris Doctor degree from Loyola University in 1973, and was admitted in that same year to the Illinois State Bar and the Bar of the U.S. District Court for the Northern District of Illinois. In 1974, he was admitted to the U.S. Court of Appeals for the Federal Circuit and the U.S. Court of International Trade; the New York Bar in 1988; the District of Columbia Bar in 1988; and the U.S. Supreme Court in 1995.  He is also a licensed Customs broker.

Mr. O’Donnell is member of the Illinois State, Chicago and American Bar Associations, the District of Columbia Bar and the Customs & International Trade Bar Association. He practices Customs and International Trade Law, focusing on all aspects of the import and export process, including tariff classification and valuation of imported merchandise, country of origin determinations, marking, comprehensive import, export and NAFTA compliance programs, antidumping and countervailing duty proceedings, defense of sureties, broker/forwarder matters, intellectual property protection, quota/visa issues, and drawback.

Henry P. Gonzalez  concentrates his practice in International Transportation, Admiralty and Maritime Law; Export Licensing; International Commercial Transactions; Shipper-Carrier Disputes; Freight Forwarder, NVOCC, and Carrier Surety Bond Disputes and Related Passenger Vessel Liability and Financial Responsibility Disputes; Alternative Dispute Resolution; and Civil Litigation.  He represents transportation surety bond and insurance companies, air and ocean freight forwarders, NVOCCs, and other transportation intermediaries in litigation matters involving loss and damage to cargo, improper release, conversion, misdelivery, delay, freight collection, missing cargo, errors and omissions, and transit liability defense litigation.  He also reviews and evaluates fraudulent claims against freight forwarders, NVOCCs, and surety bond and air and marine insurance companies.  Mr. Gonzalez also provides representation and consultation to individuals and corporations in customs matters involving seizures, regulatory audits and compliance matters, FDA import issues, and subpoenas issued by Customs, U.S. Department of Commerce, and the Department of Justice.

Mr. Gonzalez was born in New York, New York, and is admitted to the Bar in New York, the U.S. Court of Federal Claims, the U.S. District Court for the Southern and Eastern Districts of New York, the U.S. Court of International Trade, and the United States Court of Appeals for the Fourth Circuit.  In D.C., practice limited to matters before federal courts and agencies.

Mr. Gonzalez obtained his Bachelors of Arts in Social Sciences from Fordham University in 1978, his Juris Doctor degree from Antioch School of Law in 1981, and Master of Laws (LL.M.) degree in International and Comparative Law from Georgetown University Law School in 1991.  His experience includes: Partner, Rodriguez & Associates from 1995 to 1999; Attorney-Advisor, Office of the General Counsel, Federal Maritime Commission from 1987-1994; Attorney, Allstate Financial Corporation, Arlington, Virginia (1986-88); Director, Cooperative Legal Education Program, Antioch School of Law (1982-1985); and Congressional LBJ Intern, Congressman Robert Garcia, New York (1981-1982). He is a member of the Maritime Administrative Bar Association and International Association of Young Lawyers.  Mr. Gonzalez speaks fluent Spanish.

R. Kevin Williams concentrates his practice in Customs and International Trade Law. Mr. Williams received both his Bachelor of Science and Juris Doctor from the University of Illinois in 1976 and 1987, respectively, and received a Diploma in Advanced Legal Studies from the McGeorge School of Law’s Program in Salzburg, Austria in 1987.  He was admitted to the Illinois Bar in 1987, and to the U.S. Court of Appeals for the Federal Circuit and the U.S. Court of International Trade in 1988. In 1989, he was admitted to the Bar of the U.S. District Court for the Northern District of Illinois.

He is member of the Illinois State and American Bar Associations, and the Customs & International Trade Bar Association. Mr. Williams practices Customs and International Trade Law focusing on all aspects of the import and export process including tariff classification and valuation of imported merchandise, country of origin determinations, marking, intellectual property protection, anti-dumping/countervailing duty cases including representation before the International Trade Administration, Department of Commerce and the International Trade Commission, and retaliatory actions such as those taken under Section 301. He represents clients before the U.S. Trade Representative in the World Trade Organization, export licensing, Anti-Boycott/Foreign Corrupt Practices Act and comprehensive import, export and NAFTA compliance programs. Mr. Williams speaks German.
